Re: My opposition to formation of a Martinez Redevelopment Agency.
As I am unable to attend your May 19th city council meeting please consider this email letter my written Public Comment to be included as part of the official record.
I am Larry Gilbert, Orange County Co-Director, Californians United for Redevelopment Education and an elected Board Member of the California Alliance to Protect Private Property Rights, both statewide organizations engaged in protecting property rights.
As a member of the Castle Coalition, who attended an Institute for Justice conference luncheon in Arlington, VA with Anaheim Mayor Curt Pringle, let me encourage you to seek other remedies for revitalizing your community. I will gladly provide a copy of Curt's booklet entitled "Development Without Eminent Domain" in which he details alternatives that were successful in his city of 350,000 residents, basically 10 times the population of Martinez. In addition I will provide copies for the council and staff of our booklet, Redevelopment: The Unknown Government.
Mayor Pringle begins his 2nd volume stating that "among the greatest challenges American mayors and city councils face are how to create or revive a city's urban core. Local leaders want to create dynamic downtown's with plenty of people, jobs and housing." His booklet referred to what those in Orange County know as the "Platinum Triangle." Consider Curt's recommendation to "find creative ways to encourage new enterprises by working with the homeowners and businesses already located in your community." He proved that it can be done in the city of Anaheim without resorting to imposition of expanded government powers.
